To help achieve the overall HCP objective of no net impact (NNI), Chelan PUD is establishing a Hatchery Compensation Plan that will aid in rebuilding natural populations.

Through the plan, Chelan will provide the funding for hatchery facilities that are operated and maintained by either Chelan or its designated agent. The Hatchery Committee, which is comprised of voting representatives appointed by signatories to the HCPs, will oversee the development, implementation and monitoring of species specific hatchery programs.

Through the hatchery production program, Chelan will supplement naturally producing populations with its hatcheries as follows:

Rock Island

Rocky Reach

Spring Chinook:

816,000 fish

Spring Chinook:

144,000 fish
Steelhead:  200,000 fish Steelhead:  200,000 fish
Summer/ Fall Chinook:  1,640,000 fish Summer/ Fall Chinook:  2,020,000 fish
Sockeye:  200,000 fish Sockeye:

Adjustments to the production levels are scheduled to be considered in 2013 and every 10 years thereafter. Aid to future hatchery compensation is potentially planned for coho and the Okanogan Basin spring chinook.

As part of implementing the hatchery program, the Hatchery Committee will develop five-year monitoring and evaluation plans to examine all new information, technologies, and modifications relative to hatchery programs. In 2013, and every ten years thereafter, the Hatchery Committee will conduct a comprehensive review of the hatchery program.

Additional information about the Hatchery Compensation Plan is contained in Section 4.8 and 8 of the HCP.
